At the moment activities of the Forum are carried out at two levels: the central and the state/regional level. The activities at the central level are carried out from a central, dedicated Secretariat established and housed within SOPPECOM. The state/regional level activities will be carried out by partner organisations/institutions at the state/regional level who will establish and house similar State/Regional Centres at their level.

A Steering Committee provides overall guidance to the Forum. Similarly, state/regional centres may set up state/regional level Steering Committees.

Similarly, since policy advocacy will be an important function of the project, a national level Advisory Committee consisting of important persons from the water sector and other allied areas (like law for example) will be established. Advisory Committees may also be set up at the state/regional levels.
