Dr. Navroz K. Dubash

Navroz K. Dubash is an Associate Professor at the Centre for the Study of Law and Governance, Jawaharlal Nehru University, Delhi.

His work focuses on the political economy of institutional change, with an emphasis on the environmental and social implications of economic reform. Major areas of work include the governance of energy, climate change policy, and water conflict and institutions.

Dr. Dubash’s recent publications include The Practice and Politics of Regulation: Regulatory Governance in Indian Electricity (MacMillan, 2007). His earlier book on Groundwater, Tubewell Capitalism (Oxford, 2002) was awarded the SR Sen Prize Award in India. He is also active in Indian policy fora and is on the editorial board of Journal of Environment and Development; Utilities Policy and Environmental Policy and Governance.

He formerly held positions as IDFC Chair Professor of Governance and Public Policy at the National Institute of Public Finance and Policy (New Delhi), and Senior Associate at the World Resources Institute, Washington DC. He has a long history of engagement with civil society organizations, including as the first international coordinator of the Climate Action Network, from 1990-92.

Dr. Dubash holds Ph.D. and M.A. degrees in Energy and Resources from the University of California, Berkeley, and an A.B. in Public and International Affairs from Princeton University.
